Is this how divorce works? He's waiting so they can file together...?

I was dating separated man who lives separately from his wife pending divorce. He's waiting for them to file jointly for the D & she changed her mind about wanting D so she keeps coming up w/ reasons to wait. I broke it off w/ him until he's divorced b/c it's been 8 mths & I don't understand the holdup. He keeps trying to talk to me & saying sorry it took so long for him to take action but his wife is almost ready to file very soon. He said that they are going to jointly file a stipulated petition along with a response, or they will waive the response. He said she will be the petitioner (which makes no sense to me-- he's the one who wants the D more than her & he's the one who orig. moved out etc). He said she said if he doesn't do it her way on her time, he will have to file for it & she will contest it. I looked at my state's law & it seems that even w/ joint petition 1 person is petitioner & 1 is respondent, w/ 30 days to answer, therefore she could still contest. Is he lying to me?
