Is there a way that I can change the screen that comes up when I first turn my computer on?

The one that has the Windows 98 logo on it; It shows while windows is loading ( before the desktop shows up). I want to creat my own logo type jpg or bmp to go in it's place. Can you also change your windows shutdown screen the windows logo that is telling you windows is shutting down?
